The Family Planning Organization of the Philippines, Inc. is looking for One (1) Finance and Accounting Head or FMG Head reporting at The FPOP National Office, Cubao Quezon City.
Requirements: Master’s or bachelor’s degree-holder in Accounting. He/She must have 1-2 years of experience in financial and administrative leadership and should be a Certified Public Accountant (CPA). With experience working in an NGO setting/background.
The FMG Head shall perform and undertake the following duties and responsibilities:
General Responsibilities:
Plans, directs, coordinates, and supervises the financial operations of the Organization.
Implements the approved Management policies, rules and procedures of the Organization.
Assists the Executive Director in ensuring that the donors’ requirements as laid down in the Terms and Conditions of the Grant are met satisfactorily; and that resources are used efficiently and effectively in achieving the Organization’s objectives.
Provides technical advice and assistance to Chapters on personnel management, budgeting, financial management, investment management, purchasing, supply management and property custodianship.
Assists in training and participates in organizational activities related to personnel management, budgeting, financial management, investment management, purchasing, supply management and property custodianship.
Participates with the Executive Director and other key staff in the overall (strategic, annual, and periodic) planning and evaluation of FPOP programs, projects and activities. This includes the preparation of appropriate reports to IPPF (Three-Year Plan-TYP, Work and Programme and Budget – WPB, Half-Year Report- HYR, Annual Report -AR)
Supervises the work program and activities of the Financial Management Group.
Performs other duties common to supervisory positions.
Specific Responsibilities:
Directs and supervises the keeping of books of accounts pertaining to the funds and properties of the Organization.
Directs and supervises the analysis and interpretation of financial reports and information from the Chapters in relation to project funds and Chapter local income. Participates with the other Group Heads in formulating criteria and guidelines for resource allocation to Chapters and for the efficient and judicious management and utilization of the FPOP’s available resources.
Oversees cash flow position of the Organization to ensure availability of funds for continuous operations.
Reviews and approves all journal vouchers and purchase requisitions.
Reviews all disbursements vouchers before submitting them to the Executive Director for approval.
Acts as a resource person/speaker/lecturer during training sessions/seminars/conferences on financial matters initiated by FPOP;
Performs other related functions that may be assigned by the Executive Director.
